how to use pass tense to express the present ?
subjunctive虚拟语气 is a move not a verb tense .
the speaker's wishes, desires, expectations, the action it's overdue逾期 早该发生的 it's the pass.
eg, it's time that he went to bed .
means i expected him to be bed already.
他该上床睡觉了
it's high time... 该是...的时候了，早该...了
eg, it's high time you were all in bed!
你们该上床睡觉了
It's high time that you concentrated on your work at hand! 是该你集中精力做你手头工作的时候了
it's time i got my haircut, it's gotten really long.
( imply i should have done it last week but i still stood, i really need to schedule my haircut)
it's time i looked for another job for flexibility.
= it's high time i looked for another job.
